The Desner Group, LLC is an international consulting firm focusing on research and engineering management for both public and private sectors clients across multiple continents.

 

The firm, established in 2009, offers expertise based upon over 35 years of professional experience in designing and managing projects on complex energy systems, in developing and analyzing policies on energy and climate change, and conducting technology assessments. The firm has worked on projects ranging from a small one-person technology start-up company to an international group of parliamentarians and legislators concerned with addressing climate change.

 

Management

The firm is led by Mr. Floyd DesChamps, P.E. He has over 35 years of experience with all phases of the technology development process. His experience includes working with the nation’s research laboratories conducting research, developing relevant government policies to support the development of needed technologies, and supporting the commercialization of new technologies into the marketplace.

 

Mr. DesChamps began his career with the Bettis Atomic Power Laboratory-Westinghouse Electric designing nuclear reactors for the US Naval reactors program. After several years at the laboratory, he continued working in the nuclear industry at the US Nuclear Regulatory Commission, regulating the industrial and commercial use of radioactive materials, and at the US Department of Energy, designing another nuclear reactor and supporting the clean-up of the weapons complex.

 

Making a change in career direction, Mr. DesChamps spent over a decade as a Senior Advisor with the US Senate Committee on Commerce, Science, and Transportation. There, he was responsible for the committee’s science and technology legislation and oversight of the federal agencies.

 

Combing his technical and policy experience, he served as Sr. Vice President for Research and Policy at the Alliance to Save Energy. He led the organization efforts to develop the next generation of energy efficiency policies based upon industry’s existing and future technical capabilities.

 

Mr. DesChamps has a Master of Science degree in engineering management from the University of Maryland Global Campus and a Bachelor of Science degree in mechanical engineering from the University of South Carolina. He is also a licensed professional engineer.
